Pakistan is one of Asia's largest price-sensitive handset markets, and one of the most registration-driven. In most export markets, the risk that kills a deal is a grading dispute. In Pakistan it is device registration. A handset that cannot be registered to work on local networks has almost no resale value, so buyers screen for it before they argue about cosmetics.
Pakistan has a young, highly connected population, and new flagship pricing sits far above median purchasing power. Heavy taxation and recurring import restrictions on new devices have built a large, permanent market for pre-owned and refurbished iPhones.

Three buyer types dominate: retail chains that want consistent grades, market refurbishers who buy at volume and recondition in-house, and cross-border traders who move stock onward. Each needs a different lot shape.
Pakistan runs a central device-identification and blocking system under the telecom authority. Every handset's IMEI is checked against it, and devices that fail registration or compliance checks can be blocked from local networks after a grace period.
There are broadly three legitimate routes into service: a commercial import with the required approvals and duty paid; a limited personal-baggage allowance with per-device tax; and direct registration of an already-imported handset, subject to per-identity annual caps.
For a foreign supplier the important point is this: you cannot register devices on your buyer's behalf. Your job is to make registration possible. That means supplying a verified IMEI file, devices with activation lock cleared, and an invoice and packing list chain that matches the physical units. Grey-market supply with mismatched IMEIs, reported or blacklisted devices, or missing serial numbers does not end in a discount — it ends in rejection, chargebacks and a dead relationship.
Practical discipline before every shipment: run each IMEI against blacklist and lost-or-stolen checks, confirm activation lock is off, and attach the IMEI list to the commercial documents. Registration procedures, fees and per-identity caps change, so confirm the current position with the telecom authority and your Pakistani importer before committing volume.
Mobile phones sit among the most heavily taxed consumer categories in Pakistan. The effective import cost is built from customs duty, regulatory duty where applicable, sales tax, and withholding tax collected at import — and commercial imports carry approval requirements that personal imports do not.
Two structural points matter more than any single rate. First, the personal-baggage route is capped per person per year, so it cannot scale into a wholesale channel. Second, customs valuation for handsets is often administratively determined by model rather than accepted from the commercial invoice, which means a low invoice does not automatically produce a low duty bill.
Rates and slabs are revised with each budget cycle. Do not quote a landed cost from any article, including this one. Ask a licensed Pakistani clearing agent for a written calculation covering your model list, and treat their figure as the only one to plan against.

Cosmetic wear is tolerated more than in Europe or the Gulf: the local refurbishment trade is deep and repairs are cheap. Functional surprises are not tolerated at all. Face ID failure, camera faults, network or band problems and activation lock are the four defects that reliably turn a delivery into a dispute.
Sea freight enters through Karachi Port and Port Qasim; air freight lands at Karachi and Lahore, the usual choice for high-value lots. Lithium battery rules apply in full: declare and pack to UN3481 requirements, and observe carrier state-of-charge limits on air consignments.
On payment, advance telegraphic transfer remains the norm for new relationships. Documentary credits exist but are constrained by bank appetite, so most mid-sized buyers simply do not use them. Rupee volatility makes buyers hold stock short, prefer dollar settlement and resist long lead times. Credit terms are earned through a clean trading history, not requested at the start.
The document set that clears smoothly: commercial invoice, packing list with per-unit IMEIs, air waybill or bill of lading, and a certificate of origin where the buyer's agent asks for it.
